About Main Street Area Action Plan (MSAAP)

The Main Street Area Action Plan (MSAAP) is a collaborative, community-led initiative that brings together residents and relatives, community organizations, Elders and Knowledge Keepers, service providers, governments, funders, and other partners to support a safer, healthier, more connected, and more vibrant Main Street area.

Project

MSAAP and Bison Research & Development partnered to develop an Impact Evaluation Framework and support future annual evaluations. Using a community-informed approach, the project explored how MSAAP could demonstrate its contribution, strengthen accountability, support ongoing learning, and remain responsive to changing community priorities.

What We Did

  • We conducted a comprehensive consultation to shape the framework, combining the network’s community knowledge and experience with Bison’s research and evaluation expertise. The process included a questionnaire, focus groups, interviews, and a review of foundational planning, governance, funding, and evaluation documents.

Impact

  • Developed a community-informed evidence base to guide the Impact Evaluation Framework and future annual evaluations

  • Identified the relationships, trust, shared knowledge, and collective capacity created through the network as central measures of MSAAP’s impact

  • Established shared outcomes focused on resident experience, community leadership, relationship health, community improvements, and institutional responsiveness

  • Created an evaluation approach that centres residents and relatives, peers, Elders and Knowledge Keepers, and people with lived and living experience

  • Positioned MSAAP to demonstrate its contribution, strengthen community influence, support collective learning, and sustain resources for continued community-led action
