About Mount Carmel Clinic (MCC)

Mount Carmel Clinic is a community health centre based in the North End neighbourhood in Winnipeg, Manitoba.


Program Development and Evaluation

Project

As demand for its low-barrier dental services increased and funder accountability requirements intensified, Mount Carmel Clinic identified a need to strengthen both program planning and evaluation for its Dental Clinic. The introduction of the Canada Dental Care Plan (CDCP) further underscored the need to support client access to new financial supports while positioning the clinic for long-term sustainability.

What We Did

  • Designed a multi-year, principles and outcomes-focused evaluation framework, including a logic model, theory of change, outcome indicators, and data collection tools, to assess program impact, service demand, and CDCP uptake.

  • Strengthened MCC’s ability to demonstrate program impact and value to funders and partners

  • Provided clear, equity-centred indicators to guide decision-making and service planning

  • Improved capacity to track service utilization, waitlist pressures, and CDCP access

  • Decolonizing Organizational Policies

    • Modernized MCC’s internal policy framework to reflect organizational values, equity, and cultural safety

    • Strengthened internal consistency, accountability, and clarity in policy application across teams

    • Supported staff and leadership understanding of roles and responsibilities in governance and operations

    • Positioned MCC to meet evolving community health priorities with stronger organizational alignment and sustainability


Decolonizing Organizational Policies

Project

As Mount Carmel Clinic recognized the need to modernize and decolonize its internal policies to better align with its mission, values, and growing operational needs, it identified a need for a comprehensive review and development of its policy framework. With increasing demands on staff, shifting community health priorities, and a need for stronger internal consistency, MCC required updated structures to support equity, safety, and accountability across the organization.

What We Did

  • We partnered with MCC to conduct a full-scale policy review and development process.
