Mount Carmel Clinic Dental Clinic—Program Development & Evaluation

 
 

Mount Carmel Clinic (MCC), Mount Carmel Clinic (MCC) operates one of the only low-barrier, community-based dental programs in Winnipeg’s Downtown and Point Douglas neighborhoods. Serving predominantly low-income families, Indigenous communities, newcomers, and residents without insurance, the Dental Clinic faced two critical challenges: meeting rapidly growing demand and demonstrating the impact of its services to funders and partners. With the introduction of the Canada Dental Care Plan (CDCP), MCC also needed to ensure clients could access new financial supports while positioning the clinic for long-term sustainability.

We were engaged to support both program development and evaluation. We created a multi-year evaluation plan that included a program logic model, a theory of change, and outcome indicators aligned with funder requirements. The plan integrated principles-focused evaluation (equity, access, and cultural safety) with outcomes-focused measures (service utilization, reduced waitlists, CDCP uptake, and improved oral health equity). We also designed client surveys, focus group guides, and tracking tools to capture both quantitative and qualitative data, ensuring the clinic had the evidence needed to guide decision-making and communicate its value.
